On May 15, 2025, the Manitoba Provincial Nominee Program (MPNP) held its latest immigration draw—Expression of Interest (EOI) Draw #245—inviting a select group of skilled workers from overseas to apply for permanent residence in Canada. The draw targeted professionals who could support the province’s economic development and workforce needs, sending a strong message: Manitoba is open to skilled talent from around the world.

This latest draw issued 62 Letters of Advice to Apply (LAAs) to candidates under the Skilled Worker Overseas stream, and it included applicants who demonstrated strong potential to settle and succeed in the province.

Overview of Manitoba Draw

The details of the draw are as follows:

  • Stream: Skilled Worker Overseas
  • Total LAAs issued: 62
  • Lowest-ranked candidate score: 626
  • Strategic Recruitment Initiative: Yes (all candidates invited under this)
  • Express Entry candidates invited: 8

This draw focused specifically on candidates invited through a strategic recruitment initiative, meaning the applicants were either directly recruited by Manitoba during international missions or had strong ties to the province, such as previous education, work experience, or close relatives living in Manitoba.

What is the Skilled Worker Overseas Stream?

The Skilled Worker Overseas stream is a part of the MPNP that allows Manitoba to select candidates from outside Canada who possess the skills and experience needed in the province. To qualify for this stream, candidates must demonstrate:

  • A strong connection to Manitoba (through family, friends, or past work/study)
  • Relevant work experience in in-demand occupations
  • Proficiency in English or French
  • Sufficient settlement funds

Candidates are assessed through Manitoba’s Expression of Interest (EOI) system. Points are awarded based on factors such as age, language ability, education, work experience, and adaptability.

Express Entry Tie-In: Boosting Federal Immigration Pathways

Out of the 62 LAAs, 8 candidates were linked to the federal Express Entry system. These individuals had active Express Entry profiles and provided valid job seeker validation codes. This pathway allows selected candidates to potentially receive faster PR processing under the federal immigration framework.

Candidates with Express Entry profiles who are nominated by Manitoba are awarded 600 additional CRS points, practically guaranteeing an invitation to apply for permanent residence through the federal system.

This dual-eligibility showcases how provincial and federal systems work together to bring in high-quality immigrants.

Manitoba’s Strategy: Targeted Recruitment to Fill Labor Shortages

Manitoba’s immigration strategy is unique. Instead of relying solely on high CRS scores, the province uses strategic recruitment initiatives to identify individuals who meet real labor market demands. These could include professionals in:

  • Healthcare (nurses, healthcare aides, lab technicians)
  • Construction and trades (electricians, welders, carpenters)
  • Transportation (truck drivers, logistics managers)
  • IT and engineering (software developers, network administrators, civil engineers)
  • Agriculture and food processing

With a low unemployment rate and aging population, Manitoba continues to proactively seek out global talent to ensure its industries remain strong and future-ready.

Why This Draw Matters

This draw marks another step in Manitoba’s commitment to shaping a diverse and skilled provincial workforce. It shows that:

  • Candidates with the right profiles—even with mid-range scores—have real opportunities
  • Manitoba prefers practical, community-connected immigration over only point-based selection
  • International applicants should keep building strong ties to the province (education, job offers, family, or participation in recruitment events)

As one of the more approachable pathways to Canadian PR, the MPNP gives skilled workers an excellent opportunity to settle in a stable, growing region of Canada.
