Immigration, Refugees, and Citizenship Canada (IRCC) has issued Invitations to Apply (ITAs) in the latest Express Entry draw.

A total of 1,800 ITAs were sent out in a category-based selection draw focused on candidates in trade occupations.

To be eligible, candidates needed a minimum Comprehensive Ranking System (CRS) score of 433.

This is the first category-based Express Entry draw for trade occupations since July 4, when Immigration, Refugees, and Citizenship Canada (IRCC) also invited 1,800 candidates, requiring a minimum score of 436. Additionally, it is the first category-based draw that did not focus on French proficiency since July 5.

Today’s draw marks the third Express Entry draw this week. On October 22, 400 candidates from the Canadian Experience Class (CEC) were invited with a minimum Comprehensive Ranking System (CRS) score of 539. Another draw took place on October 21, targeting Express Entry candidates with a Provincial Nominee Program (PNP) nomination, inviting 648 candidates with a minimum CRS score of 791.

In recent months, IRCC has established a pattern of holding multiple Express Entry draws every second week, often including PNP and CEC-specific draws. This reflects IRCC’s commitment to increasing the number of domestic draws, targeting Express Entry candidates already living and working in Canada as temporary residents. The goal is to meet immigration targets for both reducing the number of temporary residents and welcoming new permanent residents, as outlined in the Immigration Levels Plan.

The next Immigration Levels Plan, expected by November 1, will set targets for 2025-2027. The 2024 plan aims to admit 110,770 new permanent residents, though IRCC has not yet confirmed if it has reached this target.

Applicants who receive an Invitation to Apply (ITA) in draws during the second half of the year are more likely to be admitted in 2025, given IRCC’s six-month processing standard for Express Entry applications.

What is Express Entry?

Express Entry is Canada’s application management system for three major economic immigration programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). The system uses the Comprehensive Ranking System (CRS) to assess candidates based on factors like age, occupation, education, language skills, and work experience. Each factor is assigned a score, and the total CRS score determines the candidate’s ranking.

PNP draws often result in higher CRS scores because nominated candidates automatically receive an additional 600 points. Candidates can also earn points for family ties in Canada or immigrating with a spouse or partner. Those with the highest scores are most likely to receive an ITA in future draws.

Context and Future Plans

  • Draw Pattern: IRCC has been holding multiple Express Entry draws every two weeks, typically including PNP and CEC-specific draws.
  • Domestic Draws Focus: This strategy aims to increase domestic draws for candidates already residing and working in Canada as temporary residents, supporting immigration targets to reduce temporary residents while welcoming new permanent residents.
  • Next Immigration Levels Plan: Expected by November 1, it will outline targets for 2025-2027. The 2024 plan aims to admit 110,770 new permanent residents; confirmation of target achievement is pending.
  • Processing Times: Applicants receiving an Invitation to Apply (ITA) in the second half of the year are likely to be admitted in 2025, given IRCC’s standard processing time of six months for Express Entry applications.

  • Assessment Factors: Candidates are evaluated based on age, occupation, education, language skills, and work experience. Each factor contributes to a total CRS score, which determines their ranking.
  • PNP Nominations: Candidates nominated through PNP typically receive an additional 600 CRS points, resulting in higher scores.
  • Family Connections: Points can also be awarded for having family in Canada or for immigrating with a spouse or partner. Higher-scoring candidates are more likely to receive an ITA in upcoming draws.
