Canada Holds First Express Entry Draw for CEC Candidates in November

Immigration, Refugees, and Citizenship Canada (IRCC) has sent out Invitations to Apply (ITAs) in the latest Express Entry draw.
A total of 400 ITAs were issued in a Canadian Experience Class (CEC) draw.
Candidates needed a minimum Comprehensive Ranking System (CRS) score of 547 to qualify. This marks the highest CRS score for CEC draws so far this year.
The most recent Express Entry draw took place on November 12, where 733 candidates were invited through a Provincial Nominee Program (PNP)-aligned draw.
Today’s draw marks the second of November and comes shortly after the release of Canada’s Immigration Levels Plan for 2025. According to the plan, IRCC aims to welcome 124,680 Express Entry candidates next year.
The candidates invited in today’s draw will be considered for admissions in 2025, either through the newly introduced In-Canada Focus targets or the Federal Economic Priorities category.
The In-Canada Focus target, which aims for 82,980 permanent resident admissions, will significantly impact temporary residents already living in Canada. This represents about 40% of Canada’s total economic immigration admissions in 2025. Many of these candidates are expected to come from the Canadian Experience Class (CEC) or the Provincial Nominee Program (PNP).
The Federal Economic Priorities target, set at 41,700 permanent resident admissions, will focus on candidates from all Express Entry-managed programs. These candidates will be selected based on their potential to fill urgent gaps in healthcare, trade occupations, or to meet Canada’s demographic target for French language proficiency among newcomers outside Quebec.
What is Express Entry?
Express Entry is an online system used by the Canadian government to manage applications for permanent residence through three key economic immigration programs: the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP).
Candidates applying through these programs are assessed using the Comprehensive Ranking System (CRS). The CRS assigns points to candidates based on factors such as age, occupation, language skills, education, and work experience. Additional points may be awarded for factors like having a sibling in Canada, applying with a spouse or partner, or having a mix of Canadian and international work or study experience.
Candidates who apply through an enhanced Provincial Nominee Program (PNP) stream can receive an additional 600 points, greatly increasing their chances of receiving an Invitation to Apply (ITA) for permanent residence.
The CRS scores are then ranked, and those with the highest scores are typically the ones who are invited to apply in the next Express Entry draw, provided they meet the eligibility requirements for the draw category.
