British Columbia and Manitoba have issued invitations to candidates through their respective Provincial Nominee Programs (PNPs).

British Columbia
On November 20, the BC PNP conducted a category-based draw through the Skilled Worker and International Graduate streams, including the Express Entry BC (EEBC) option. A total of 16 Invitations to Apply (ITAs) were issued, with cut-off scores varying based on the targeted industries and professions:

Draw TypeMinimum ScoreNumber of Invitations
Childcare1023
Construction1074
Healthcare1164
Tech1414
Veterinary Care80<5

Candidates can apply to the BC PNP directly under the base PNP or link their application to their Express Entry profile using the EEBC option. The EEBC stream allows eligible applicants to benefit from faster processing of both their BC PNP and permanent residence applications if nominated.

Manitoba
On November 8, the Manitoba Provincial Nominee Program (MPNP) held three draws, inviting a total of 274 candidates.

The first draw targeted skilled workers in Manitoba under occupation-specific selection, considering National Occupational Classification (NOC) 2021 unit group 60030, which includes restaurant and food service managers.

There were 41 Letters of Advice to Apply (LAAs) issued, with the lowest cutoff score being 672.

The second draw was held under the International Education stream, with 188 LAAs issued.

For the Skilled Worker Overseas stream, the MPNP issued 45 LAAs to candidates invited under a strategic recruitment initiative. Candidates needed a minimum score of 703 to be invited.

About PNP Programs
Provincial Nominee Programs (PNPs) are economic immigration pathways that select individuals based on their skills and experience to fill in-demand positions within provincial labor markets.

Launched in 1998, the PNP aims to distribute the benefits of immigration across Canada. It allows provinces and territories to nominate individuals who wish to immigrate to Canada and settle in a specific province.

Currently, there are over 90 provincial immigration streams, providing foreign nationals with pathways and opportunities tailored to their skills and needs.
